Hierarch's Robes is an artifact in Tyranny.

The Forge-Bound initially conceived of the Hierarch's Robes as a means of protecting their smiths from the dangers of conjured flame.

Weaving together fragments of cloth from disparate mage guilds produced a result altogether more useful than they could have imagined: a protective garment that combines the tolerances of otherwise distinct arcane traditions. Robes like these were similarly assembled by Ponto the Agglomerate, a resentful mage who had been rejected by most of the major guilds and thought himself superior to the arcane establishment. He set off into the wilderness with the aim of founding his own course of study, and was not seen for many years. He later reappeared while breaking into the chambers of Mage Guild elders, cutting at their robes and murdering those who caught him in the frenzied act.

The legalities of his "research" were put into question. Some argued that the right of Magician's Folly protected Ponto from punishment, but Kyros' Peace was also to be upheld. In the end, a coterie of apprentices from disparate Guilds assembled at Ponto's last known hiding spot and "accidentally" bombarded it with arcane force, within their rights destroying all but a few ragged strips of cloth.
