It is a component of the Nightwalker's Boots.

Location

• Need to be Affiliated with the Chorus. Go to Halfgate / Plainsgate and talk to the Chorus leader there, Misery. Go through her dialogue options and she'll tell you about a beastman, Rending-Hound. Tell her you'll put the fear of Kyros into him. Then you'll start Kill the Beast, to go and find the elusive hound. Near the end of the quest you can kill him or let him go. Kill him and he drops the mantle. There's no way to get it without killing him.
