Encountered during Welcome to Ruin, Tarkis is a big man. If you negotiated peace during the Conquest, he will remark on it. There is no way to avoid fighting him, at best he'll be regretful.
After being defeated and taking down the remaining Vendrien officer, you get to decide his fate.
Disfavored will request that he be executed by crucifixion, to act as a warning to the rest. You can later shorten his suffering by delivering the coup de grace.
Scarlet Chorus will instead ask for him to become their slave.
